आज हमने चाहे कितनी ही तरक्की क्यूँ न कर ली हो डिजिटल इंडिया में रहने के बावजूद भी आज किसी आम आदमी को सरकारी दफ़्तर में किसी काम के लिए बड़े साहब के दस्तख़त करवाने हो तो ना जाने कितने चक्कर काटने पड़ते हैं, कितने सवालों से रूबरू होना पड़ता है, कितने ही लोगों की जी हुज़ूरी करनी पड़ती है, तब जाकर कही एक दस्तख़त मिलता है। क्या करे नौकरशाही का अंदाज ही कुछ ऐसा है, बड़े अधिकारियों का रवैया तो बहुत सहज होता है परन्तु उन तक पहुँचने के लिए जिन सीढ़ियों से गुजरना पड़ता है वो बेहद ही कठिन होती है, आज हम एक ऐसी ही बच्ची की कहानी आपको बताने जा रहे हैं जिसने अपने पिता को सरकारी दफ्तरों के चक्कर काटते हुए लाचार और परेशान देखा।

पिता को एक हस्ताक्षर के लिए कई दिनों की जद्दोजहद करते देख उस बच्ची ने ठान लिया कि एक दिन बड़ी होकर उसे एक काबिल कलेक्टर बनना है और सभी की मुश्किलों को दूर करना है, जो परेशानी उसके पिता ने देखी वो परेशानी किसी और पिता को ना देखनी पड़े। हमारी आज की कहानी आईएएस अधिकारी रोहिणी भाजीभाकरे के इर्द-गिर्द घूम रही है।

बहुत साल पहले महाराष्ट्र के सोलापुर जिले में एक किसान सरकारी दफ्तर के नीचे से लेकर ऊपर तक अपने दस्तावेजों पर हस्ताक्षर करवाने के लिए दौड़-धूप कर रहा था, तब उस किसान की बेटी ने उनसे पूछा कि “पिताजी आप क्या कर रहे हैं? आपको क्यूँ इतना परेशान होना पड़ रहा है? आम जन की परेशानी खत्म हो ये सुनिश्चित करने की जिम्मेदारी किसकी है? तब उसके पिता का जवाब था, जिला कलेक्टर। इस एक शब्द ने उस बच्ची के दिलो दिमाग पर गहरी छाप छोड़ी। उस वक़्त रोहिणी केवल 9 वर्ष की थी। गौरतलब है कि सरकार द्वारा किसानों के लिए कुछ घोषणाएँ की गयी थी और उन्हीं घोषणाओं का लाभ प्राप्त करने के लिए उन्होंने अपने पिता को संघर्ष करते देखा था। रोहिणी के बाल मन ने उसी समय यह संकल्प कर लिया कि जिनके हस्ताक्षर के लिए उनके पिता को इस तरह भटकना पड़ रहा है एक दिन वो वही अधिकारी बनेंगी।

"“मेरे पिता 65 वर्ष से समाजसेवक हैं। जब मैंने उन्हें बताया कि मैं कलेक्टर बनना चाहती हूं तो उन्होंने बोला कि मेरी सलाह है कि तुम जब एक कलेक्टर बन जाओ तो यह सुनिश्चित करना कि तुम हमेशा जरुरतमंदों की मदद करो।“

उस घटना के ठीक 23 साल बाद रोहिणी ने अपने सपने को साकर कर दिखाया और तमिलनाडु राज्य के सेलम जिले को 170 पुरुष आई.ए.एस के बाद पहली महिला कलेक्टर रोहिणी के रूप में मिली। पिता की बात को शिरोधार्य करते हुए रोहिणी ने अपने कार्य क्षेत्र में कदम रखा। अपनी प्रशासनिक क्षमताओं के साथ–साथ उन्होंने नौकरी के दौरान अपनी बोल चाल की भाषा को भी निखारा है और अब तो वे मदुरई जिले में फ़र्राटे से तमिल भी बोल लेती हैं। 32 साल की रोहिणी का स्थानांतरण सेलम में सामाजिक योजनाओं के निदेशक के पद किया गया। इस पद पर नियुक्ति से पूर्व रोहिणी मदुरई में जिला ग्रामीण विकास एजेंसी में अतिरिक्त कलेक्टर और परियोजना अधिकारी के पद पर नियुक्त थी।

रोहिणी अपने काम और शालीन व्यवहार के चलते लोगों के बीच बेहद लोकप्रिय हैं। रोहिणी कहती हैं कि ‘मैंने सरकारी स्कूल में अध्ययन किया है और मेरी इंजीनियरिंग की पढ़ाई एक सरकारी कॉलेज से हुई, साथ ही मैंने सिविल सेवा परीक्षा में कोई निजी कोचिंग की सहायता भी नहीं ली। मेरे अनुभव ने मुझे यह यकीन दिलाया है कि हमारे सरकारी स्कूलों में भी बहुत अच्छे शिक्षक हैं और यदि कोई कमी है तो केवल बुनियादी सुविधाओं की।” रोहिणी की ख़ासियत है कि वे अपने प्रत्येक कार्य को सूझबूझ और सोच विचार के बाद ही करती हैं। यहाँ तक की कहने के पहले कुछ सेकंड रुकती हैं और अपने विचारों को पुन: एकत्रित कर अपनी बात को स्पष्ट करती हैं।

"अपनी जिम्मेदारी के बारे में रोहिणी का मानना है कि जिले की पहली महिला कलेक्टर होने के साथ-साथ कई सारी जिम्मेदारियां अपने आप ही आ जाती है। मैं अपनी जिम्मेदरियों को महिला सशक्तिकरण के संकेत के रूप में देखती हूँ।”

वर्तमान समय में रोहिणी सेलम के लोगों को और विद्यालयों में जाकर स्वछता के लिए जागरूक करने का अपना दायित्व निभा रही हैं। क्योंकि स्वछता और स्वास्थ्य संबंधी दो ऐसी समस्याएँ हैं जिनसे निपटना आवश्यक है। रोहिणी जैसी अधिकारी जो जनता के लिए कार्य करती हैं, उनका स्थान अपने मन में जनता स्वयं निर्धारित करती है, इन अधिकारियों के पास वो शक्ति है जो आम लोगों की मुश्किलों का खात्मा कर सकती है और रोहिणी जैसी अधिकारी अपने दायित्वों को भलीभांति पूरा करते हुए समाज में मिसाल पेश कर रही हैं।

ऑटो चालकाचा मुलगा ते वयाच्या २१ व्या वर्षी IAS अधिकारी त्याच्या घरी एवढी गरिबी होती कि त्याच्या वडिलांनी त्याला चौथ्या वर्गात असताना शिक्षण सोडायला सांगितले. वडिलाला मदत म्हणून त्याने एका हॉटेल मध्ये काम करणे सुरु केले. सोबतच शिक्षण सुरु त्याची ती जिद्दच होती परंतु आयुष्यात करायचं काय हे त्यालाही माहिती नव्हत.प्रत्येकाला आयुष्यात एक कीक (प्रेरणा) मिळते. अचानक एक दिवस वडिलाला एका उच्चपदस्थ अधिकार्याने पकडून विनाकारण घरकुल योजेंचा चेकदेण्याकरिता त्रास दिला त्या दिवशी याने ठरविले आपल्याला अधिकारी व्हायचं आहे.त्या मुलाचे नाव –अन्सार शेख गाव – जालना (महाराष्ट्र)UPSC प्रयन्त – पहिल्याच संधीत IAS वय – २१ वर्षश्रेणी – ३६१ अन्सारला स्वतःचे घर सुध्दा रहायला नव्हते. जालना येथे दारिद्र रेषेच्या खाली मिळणाऱ्या घरकुलात तो राहत होता. मुस्लिमांना नौकरी कोणी देत नाही हे वडिलांना वाटायचे. यामुळे एक दिवस त्याचे वडील सरळ जिल्हा परिषद शाळेत जाऊन बोलले कि याला शाळेतून काढायचं परंतु त्याचे शिक्षक पुरषोत्तम पडूळकर यांनी या गोष्टीला विरोध केला व अन्सारची शाळा वाचवली. अन्सार आजही त्याच्या शिक्षकास देवा समान मानतो ते नसते तर मी नसतो हे नेहमी बोलताना तो बोलतो. आई शेतात रोजमजुरी करत होती.पुणेला शिक्षण घेत असताना अन्सारला त्याचा भाऊरोजमजुरी करून पैसे पाठवायचा पैस्याची कमी पडल्यास अनासारला त्याची आई शेतात काम करून मदत करायची. दहाव्या वर्गात MSCIT शिकण्याकरिता धाब्यावर सुध्दा अन्सारणे काम केले. सकाळी ८ ते रात्री ११ पर्यंत तो काम करयचा. दोन तासाची मध्ये सुट्टी मिळायची यामध्ये अन्सार जेवण व कम्प्युटर शिकायचा.संपूर्ण अन्सारच्या खानदानीत अन्सार पहिला आहेज्याने पदवीचे शिक्षण पूर्ण केले. अनिस शेख अन्सारचा लहान भाऊ ६ व्या वर्गात असताना नापास झाला त्याने तेव्हा ठरविले मला आता शिकायचे नाही अन्सार हुशार आहे त्याला शिकवायचे व अन्सार अभिमानाने सांगतो कि माझ्या लहान भावाने माझे शिक्षण पूर्ण केले. १० वी,१२वी व पदवी सुरु असताना अन्सारणे बाहेर काम करून शिक्षण पूर्ण केले परंतु UPSC परीक्षेचे शेवटचे दोन वर्ष अन्सारणे बाहेर काम केले नाही त्यामुळे अनिस वर या काळात प्रचंड दबाव होता.अन्सारच्या वडिलाला अन्सार IAS झाल्यनंतर हे सुध्दा कळत नव्हत. अन्सारच्या वडिलाने शिक्षणाकरिता आटो सुध्दा विकायचा निर्णय घेतलाहोता. दहाव्या वर्गातील त्याचे शिक्षक मापारी सर MPSC परीक्षा पास झाले त्यावेळेस अन्सारला स्पर्धा परीक्षा बाबत कळल. माझ्यकडे हरायला तर काही नाही म्हणून मी मोठी परीक्षा निवडली UPSC…आणि वयाच्या २१ व्या वर्षी ती परीक्षा पास होऊनअन्सारने इतिहास रचला. १०६८ पैकी ३४ मुस्लीम मुले UPSC पास झाले त्यापैकी अन्सार एक आहे.अन्सारचा मित्र मुकुंद सांगतो कि UPSC रिझल्ट लागल्यावर मी अन्सारला पहिला निरोप दिला कि तू पास झाला. अन्सार आनंदात होता परंतु तेव्हा तेव्हा सुध्दा आनंद व्यक्त करायला त्याच्याकडे पैसे नव्हते. सर्व मित्रांनी त्याला तेव्हा पार्टी मिळून पार्टी दिली.अन्सार म्हणतो मी गरिबी जगून सुध्दा IAS झालो तुम्ही सुद्धा होऊ शकता

गरिबीतही शिकून खूप मोठी अधिकारी होईन, असे स्वप्न बाळगणाऱ्या मनीषाची महाराष्ट्र लोकसेवा आयोगाच्या राज्यसेवा परीक्षेद्वारे उपजिल्हाधिकारीपदासाठी निवड झाली आणि आंबेडकरनगरातील तिच्या घरात आनंद गगनात मावेना. उपजिल्हाधिकारी पदासाठी निवड झालेली मनीषा प्रल्हाद दांडगे आता केंद्रीय लोकसेवा आयोगाची तयारी करत आहे.

जालना जिल्ह्याच्या जाफराबाद तालुक्यातील आराधखेडा येथील प्रल्हाद दांडगे कामाच्या शोधात 30 वर्षांपूर्वी औरंगाबाद शहरात आले. शिक्षण फक्त चौथीपर्यंत शिक्षण; यामुळे मिळेल ते काम करत त्यांनी आपला संसार उभा केला. सिडको एन-7 परिसरातील आंबेडकरनगरात छोट्याशा घरात त्यांनी आपला संसार सुरू केला. त्यांनी मिस्त्रीकाम करून आपल्या दोन मुली व एका मुलाला शिकवले. मिस्त्रीकाम करत असले तरी प्रल्हाद दांडगे यांनी आपल्या मुलांनी शिकून खूप मोठे व्हावे असे स्वप्न पाहिले, ते मनीषाने सत्यात उतरवले. मनीषाचे दुसरीपर्यंतचे शिक्षण महापालिकेच्या शाळेत झाले. तिसरीपासून ती बळीराम पाटील हायस्कूलमध्ये गेली आणि दहावीनंतर सरस्वती भुवन विज्ञान महाविद्यालयातून तिने बारावीची परीक्षा उत्तीर्ण केली. बारावीत मागासवर्गीयांतून गुणवत्ता यादीत प्रथम येण्याचा बहुमान मनीषाने मिळवला आणि हीच परंपरा पुढे कायम ठेवली. यानंतर अभियांत्रिकीला जाऊन तिने बी. टेक. पूर्ण केले. बी.टेक. नंतर आपण स्पर्धा परीक्षेच्या माध्यमातून आपल्या आईवडिलांचे स्वप्न पूर्ण करू शकतो याची जाणीव झाल्यानंतर मनीषाने स्पर्धा परीक्षेची तयारी सुरू केली.
वर्षभर झपाटून अभ्यास केल्यानंतर नुकत्याच लागलेल्या महाराष्ट्र लोकसेवा आयोगाच्या परीक्षेत ती उत्तीर्ण झाली आणि तिची उपजिल्हाधिकारी पदावर निवड झाली. निकाल हाती येताच तिच्या आई-वडिलांच्या डोळ्यांत आनंदाश्रू तरळले.
बाबांसाहेबाचा संदेश अन् आई-वडिलांचे स्वप्न...

मनीषा दांडगे यांनी सांगितले, की माझ्या आई-वडिलांनी सतत आपल्या मुला-मुलींनी खूप मोठे व्हावे हे स्वप्न पाहिले होते, ते स्वप्न पूर्ण केल्याचे मला समाधान आहे. भारतरत्न डॉ. बाबासाहेब आंबेडकर यांनी "शासनकर्ती जमात व्हा‘ असे म्हटले आहे. शिक्षणाच्या माध्यमातून 'राज‘ करण्याची संधी आहे. खऱ्या अर्थाने राज्य करतात ते उच्चपदस्थ अधिकारीच. म्हणून आपण बाबासाहेबांनी दिलेल्या संदेशाचे आचरण करून त्यानुसार कृती केली. उपजिल्हाधिकारीपदी निवड झाली असली तरी जिल्हाधिकारी होणे हे माझे ध्येय आहे आणि त्यादृष्टीने मुंबईमध्ये केंद्रीय लोकसेवा आयोगाची तयारी करत आहे.

तब तक प्रयास करो जब तक तुम सफल नहीं हो जाते 
 ये बात कहने और सुनने में बहुत आसान लगती है पर जब apply  करने की बात आती है तो बहुत हिम्मत की ज़रूरत होती है  ऐसी ही एक मिसाल है जयगणेश.

जयगणेश  का जन्म  तमिलनाडु के एक साधारण से परिवार में हुआ | उनके पिता एक फैक्ट्री में काम करते थे | घर की आर्थिक स्थिति भी टिक नहीं थी पिता की मासिक आय ४५०० महीना थी | ४ भाई बहनो में जयगणेश सबसे बढे थे |

८ वी तक की पढ़ाई गाओं के एक छोटे से स्कूल से की १० वी के बाद पोलीटेकनिक में एडमिशन ले लिया | जयगणेश हमेशा से पड़ने में बहुत होशियार थे और हमेशा कक्षा में फर्स्ट आते | पॉलिटेक्निक भी ९१ %  अंको से पास किया | उसके बाद २००० में मेकानिकल  इंजीनियरिंग पास की |

जयगणेश  नौकरी की तलाश में बंगलोरे आ गए | और मात्र २५०० रुपए की मासिक आय वाली एक नौकरी कर ली | यहाँ रहते हुए वो हमेशा गावो के लोगो की दैनीय स्तिथि के बारे में सोचते | फिर एक दिन उन्होंने IAS बनने का मन बनाया और नौकरी छोड़कर अपने गावों आ गए | उनके पिता ने हमेशा आर्थिक रूप से उनकी सहायता की . पहले २ प्रयसों में जयगणेश IAS Pre exam भी नहीं निकल पाए | पर उन्होंने हार नहीं मानी | चेन्नई की सरकारी IAS कोचिंग का एंट्रेंस एग्जाम पास करके उसे ज्वाइन कर लिया और कोचिंग  की तरफ से  खान और कमरा मिला | पर एग्जाम खत्म होने के बाद उन्हें कमरा खली करना पढ़ा .  तब जयगणेश ने एक होटल में क्लर्क का काम किया जिसमे उन्हें कभी कभी खान भी सर्वे करना पढता था | ५ साल तक जयगणेश न आईएस एग्जाम का IAS Pre Exam भी clear नहीं हुआ | ६ वे attempt में Pre और Main clear हो गए पर इंटरव्यू नहीं clear हो पाया |

जयगणेश ने हार नहीं मानी और ७ वां और आखिरी attempt  दिया और 156th rank हासिल की |

जयगणेश ने आशा नहीं छोड़ी और जो सपना उन्होंने देखा उसे हासिल करके रहे |

‘Bread Boy’ to be an elite officer of distinction

Rajesh Prabhakar Patil has walked a long way in life.

Patil, a 2005-batch IAS officer and now District Magistrate of Mayurbhanj, used to sell “fresh breads” during his early schooldays to earn at least `3 day to meet his study expenses.The struggle of the young officer is described in details in a book written by him entitled Maa, I’ve become a Collector! Patil was Collector of Koraput and Kandhamal before manning another tribal district, Mayurbhanj. The English version of his book was released on Friday at a hotel here at a simple function by former Chief Secretary Sudhansu Bhusan Mishra. The book, originally written in Marathi, is a 224-page autobiography of Patil.

Published by Unicorn Books, New Delhi, the book was earlier translated into Odia. Born to a poor farmer family of an interior village in Maharashtra, Patil struggled hard in his life to become get into the Indian Administrative Service (IAS), reveals the book. “So, he has a lot of feeling for the poor and downtrodden,” observed motivational speaker Barendra Kumar at the book release ceremony.The ceremony was organised by the Kadambini Media Group, a leading Bhubaneswar-based publication house, which publishes the most popular women’s magazine Kadambini.Founder of KIIT University Dr Achyuta Samanta graced the occasion along with TV scribe Manoranjan Mishra and ITER College Director RN Panda.

Former Chief Secretary SB Mishra expressed concern over the steady decline in the success rate of Odia candidates in All India Civil Service Examination. He outlined the steps necessary to reverse the trend by the Odia aspirants.Dr Samanta lauded the perseverance of Patil and said his life would inspire thousands of tribal boys and girls studying at the KISS, the largest educational complex for tribal students at the KIIT campus.Patil spoke at length about his life and the struggles he faced during early years and asserted that with determination and hard work success can be achieved in trying situations.

Santosh Kumar Hindi medium IAS Topper 2013 said in his interview that becoming an IAS Officer was his childhood dream; and he could fulfill his dreams now. He said that his story is like a film script consisting of all those – dream, struggle, step-by-step move towards the goal, hits and misses; and at last with so many difficulties achieved his goal. As he was from rural background , having inadequate resources , he was lacking all the comfort and ease which many others had in their lives. But even after his not so good condition he never had inferiority complex in front of others . He always had firm believe that god has given him everything that others have ; and if there is anything less than he shall achieve and earn it with his hard word.

Almighty has given everyone some strengths and weaknesses; Santosh Kumar had strong willpower and never underlooked his capabilities. No sooner he completed his graduation , he thought of appearing for Civil Service Examination as he was confident that he can do it. He had in his mind that he is very much eligible to appear in CSE. He always used to prefer standard textbooks as he could understand it very well and also the entire syllabus of CSE is woven around that level. He was hardly worried about getting success . He just went on doing his hardwork.

But this big task taken up by him was not that easy too. Many a times there were situations where he was compelled to re-think of his decision of attempting for CSE exams as the resources which he had was scarce and the uncertainty of clearing the exam with it .He was weakless , disheartened and weak economic conditions forced him to postpone his plans to appear to Civil Service Examination.In the interim he got married and was blessed with a daughter who is now of 5 years.He gave his full time to family and in return their love, affection and much needed-mental peace helped him think beyond and achieve his goal, which has been destined from him.

Like all other youngsters his first aim was to settle in life . With his affirmed efforts and luck in 2010, he was selected in SSC(Graduate Level)Exam and was lucky enough to get posting in Central Secretariat, New Delhi. After marriage and government services he attained stability in his life. SO in true sense he actually started preparing for CSE at an age of 27 plus. AS there is a saying that, when something good is to happen, almost all things fall in place, same was in the case of Santosh Kumar . He got serious about his career in CSE as his wife kept on encouraging him to make an attempt. In true sense she was more keen towards this exam and has true believe that he could do it .

Delhi being the hub for CSE preparation, fulfilled all that he required to move ahead with his preparation plans. Books, Study material,guidance and right advice- all He received in Delhi. In total Santosh Kumar made 3 attempts for Civil Service Examination,In his first attempt in 2011, he cleared the preliminary Examination but was unable to move ahead. In his next attempt in CSE 2012, he scored 665th rank and was allotted INDIAN REVENUE SERVICE (INCOME TAX) and in his third attempt he finally achieved his goal – IAS and was feeling relief.

Son of a munsif (court clerk) in Sasaram district in Bihar, he did his BA by correspondence. Though he lived one km from the district collectorate, he never got within conversing distance of a district collector, but like all bright students in Bihar, he was encouraged from childhood to join the IAS.

He got in on his seventh attempt.

"Bihar has not seen the winds of change that swept through the country from the ’90s, so we have an older mindset. For us power and prestige still means sarkari naukri, rather than the fat salaries of MNCs."

Walking into Outlook's Delhi office a few weeks after he was selected—with a distinct air, if not a swagger—Sanjay relives those heady moments when he was swiftly transformed from a small-town boy with uncertain prospects into a member of the mai-baap sarkar that personifies power in his home state. The euphoria of family and friends, the sudden warmth of neighbours who had written him off after he flunked, gushing calls from mere acquaintances and even strangers. The tears of his father, a clerk at the district court who had spent a lifetime in awe of three conjoined letters, I, A and S. And the attentions of bridegroom-seeking civil servants and local politicians belonging to his Rajput caste. They were the only ones disappointed. At 29, the new probationer was already married.

Sanjay is the new face of the civil services. Agastya Sen, the metro-born protagonist of Upamanyu Chatterjee's 1988 novel, English, August, with 'St Stephen's College' written all over him, who finds himself in a district town—a "dot in the hinterland"—after joining the IAS, is even more of a rarity than he already was in the '80s and the '90s.

The most recent data on the social profiles of the 400-odd who annually clear the civil services exam conducted by the Union Public Service Commission (UPSC) to join the IAS, the Indian Foreign Service, the Indian Police Service and other services, shows that the numbers of those born and schooled in "dots in the hinterland" is rising steadily. The city-born and city-bred, apparently chasing IIMs, MNCs, foreign universities and a plethora of new-economy options, are painting themselves out of the picture. Born in Chinnagollapalem, a remote island village in Krishna district on Andhra coast, Mutyala Raju comes from a marginal farmer's family. His two elder brothers are also into farming. Incidentally, it was Raju's third attempt in the UPSC examination. In his previous attempt in 2005, he secured 223rd rank and was allotted to Rajasthan cadre of the Indian Police Service. He is currently undergoing training at the Sardar Vallabh Bhai National Police Academy in Hyderabad. "I come from a family of farmers. Getting proper education and medical facilities was difficult in Chinnagollapalem as it is cut off by Godavari and Krishna rivers," Raju recalls but he has excelled all through his academic career, overcoming all hurdles.He studied at Zilla Parishad 

High School near his village. Being the state topper in Common Entrance Eexamination for Polytechnic, Raju pursued his studies at Mullapudi Mem orial Polytechnic College in Tanuku (West Godavari district) and specialized in electrical and electronics engineering. He secured first rank in Engineering Common Entrance Test in 1998 to com e into mainline engineering, He appeared for GATE in 2002 and secured all-India third rank. He completed B-Tech from the National Institute of Technology, Warangal, and pursued ME from Indian Institute of Science, Bangalore, in Signal Engineering. He also secured first rank in Indian Engineering Services 2003 and was posted as a railway engineer. For this third attempt in the Civil Services exam, Raju took coaching at R C Reddy Coaching Centre in the city. He took electrical engineering and mathematics as optionals to try for the IAS and came on top. 

"I joined the NPA after I appeared for the Civil Services exam again. I expected a rank within the top 10. I am so elated. I did not expect the top rank," he said after coming to know of UPSC results on Monday evening. He said that he would attend the training at NPA as usual. Murthy said he had expected his son to be among the top 100 but Raju exceeded everyone's expectations by securing the top rank. "We are proud of him," Chintamani, Raju's mother, said. It was festive time at Raju’s home in the island village Chinnagollapalem from 4 pm when the news broke that he topped the list. Taking a break from the celebrations spree, Raju’s father R Narasimha Murthy told that the entire village was singing paeans to Raju’s hard work. ‘‘He always read GK books,’’ his father recollected adding that he expected a rank in the top 100. Raju’s mother Chintamani and uncles Vysaiah and Venkanna were leading celebrations. ‘‘We have been calling all our relatives to share the news,’’ said Murthy, who looks after his four-acre land in his village. This is not the first time that Raju earned accolades from his relatives and others in the village. Raju could not be contacted. Being the state topper in polytechnic entrance, Raju pursued his polytechnic at Mullapudi Memorial Polytechnic and specialized in electrical and electronics. Revu Mutyala Raju, who topped this year’s IAS examination, is from this predominantly fishermen’s village. On hearing about the news of Raju’s rare achievement, the villagers came out of their houses, distributed sweets and burst crackers. Mutyala Raju’s father Narasimha Murthy is overjoyed. Reaching Chinagollapalem is an arduous task even on normal days. From Vijayawada, one has to travel for three hours and then take a boat ride up to Lakshmipuram Pallepalem in Krittivennu mandal. The village is hemmed by Upputeru, a brackish water channel leading from Kolleru into the sea on three sides and the Bay of Bengal on the fourth side. A bridge across Upputeru to connect the mainland has been the long-felt need of the villagers. ‘‘This is a moment of great happiness. The whole village is celebrating,’’ said an excited Myla Veerraju, a neighbour of Mutyala Raju. There is greater joy as Chief Minister YS Rajasekhara Reddy has invited the parents of Mutyala Raju to Hyderabad. They are leaving Chinagollapalem on Tuesday night to reach Hyderabad. ‘‘Mutyala Raju is God’s gift to our village. I hope there will be development in our village now,’’ said village motor mechanic Pallamanda Satyanarayana. Mutyala Raju’s uncle Revu Krishnarjuna Rao is so overjoyed that he has no words to express himself. Revu Vissaiah, another uncle of Mutyala Raju, too is overjoyed. ‘‘It is a matter of pride for us that our lad is the IAS topper. A boy from the fisher folk community in a backward island has done the whole State proud,’’ he said.

An average student of Hyderabad Public School (HPS) here Nadella did not study at IITs or any top management school, which is often perceived as a must to make it to the top bracket.

The Microsoft board Tuesday named the 46-year-old Nadella as its CEO, the global software giant's third after Bill Gates and Steve Ballmer.

While the families of both Nadella and his wife Anupama have refused to share their thoughts citing privacy, Nadella's friends, the alumni of HPS and others said they were thrilled at an Indian making it to the top.

"He is very down-to-earth and humble person who never shows off his position or his knowledge of technology," J.A. Chowdary, founder director of Software Technology Park of India-Hyderabad told IANS.

Chowdary recalled his meetings with Nadella when the latter was at Sun Microsystem Inc. and also after he joined Microsoft in 1992. "He is always a learner of new things from every individual he meets. As he never shows off, people who meet him also freely share their thoughts with him," said Chowdary.

"I admire his technology vision. With a man like him at the helm, Microsoft will reach greater heights," he added. Chowdary is also thrilled that like him, Nadella also hails from Anantapur, a drought-prone district in the backward Rayalaseema region of Andhra Pradesh.

He did his BE in electrical and electronics from Manipal Institute of Technology, masters in computer science from the University of Wisconsin-Milwaukee and MBA from the University of Chicago's Booth School of Business.

"This will encourage to young boys and girls with humble beginnings both educationally and financially. They can come up in life with sheer hard work and dedication," Harish Chandra Prasad, a leading industrialist told IANS.

Prasad pointed out that Nadella studied at second-rung colleges. "He did not study at Stanford or Harvard. There is general thinking that the elite club comes from these top schools," said Prasad, past chairman of the Andhra Pradesh chapter of the Confederation of Indian Industry (CII).

He believed Nadella is one more example of Telugus doing well. Padmasree Warrior, the Chief Technology & Strategy Officer (CTO) of Cisco Systems and the former CTO of Motorola, Inc. and Kirthiga Reddy, who heads India operations of Facebook, are from Andhra Pradesh.

Son of Indian Administrative Service (IAS) officer B.N. Yugandar, Nadella studied at HPS, Begumpet between 1978 and 1984. According to school authorities, he was not an out-standing student.

"Nadella has made every Indian, every IT professional, every Hyderabadi and every alumnus of HPS proud," K. Vishweshwar Reddy, MD, Citadel Research, told IANS.

Vishweshwar Reddy, Nadella's senior at HPS, said Nadella's elevation was another example of average students doing well. He said Wipro CEO T.K. Kurien, also an HPS alumnus, was also not a top student.

Other famous HPS alumni include Karan Bilimoria, chairman of Cobra Beer; Prem Watsa, chairman, Fairfax Financial Holdings, Canada; Shailesh Jejurikar, vice president of Procter & Gamble's North American homecare portfolio and Shantanu Narayen, CEO, Adobe Systems.

Andhra Pradesh Chief Minister N. Kiran Kumar Reddy and Union HRD Minister Pallam Raju also studied at the HPS.

"HPS had some magic ingredient. It was the culture and the interaction with students coming from different backgrounds. There were students from rich, middle-class and poor families and there were students from north India and south India," said Vishhweshwar Reddy, who earlier headed Wipro HCIT and GE MSIT.

He recalled that HPS had very few toppers. "We had the opportunity to play sports and this helped a lot. This shows that it is not just technical skills and academic skills that take you to top," he said.

Cricket was a passion for Nadella at HPS. "He was a member of the team. He was more of a batsman," K. Hariprasad, CEO, Central, Apollo Hospitals told IANS.

A senior to Nadella by two years, Hariprasad was captain of the team. "It was a well-knit school. Somebody who has passed from the HPS and is from Hyderabad becoming CEO of one of the largest corporates of the world is a proud thing," added Hariprasad.

एमपीएससीची मुख्य परीक्षा तोंडावर आली असताना आजी निर्वतली. त्यावेळी अवघ्या तीन गुणांनी संधी हुकली. त्यानंतर आईला कॅन्सर झाल्याचे निदान झाले. त्यामुळे संपूर्ण कुटुंब खचून गेले. अवघ्या चार दिवसांवर मुख्य परीक्षा आली असताना आई सोडून गेली. त्या स्थितीतही परीक्षा दिली; मात्र हाती निराशाच आली. एकामागोमाग दु:खाचे डोंगर कोसळत असताना देखील खचून न जाता त्याच जिद्दीने अभ्यास करून त्या रणरागीणीने एमपीएससीचा गड अखेर सर करत आज नगरपरिषदेत मुख्याधिकारी म्हणून बहुमान मिळवला. त्या रणरागीणीचे नाव आहे ज्योती सुरेश भगत…

मुलांचे भविष्य उज्ज्वल व्हावे यासाठी आई-वडिलांनी तिन्ही भावंडांना शिक्षणासाठी तालुक्‍याच्या ठिकाणी ठेवले. ज्योतीने वयाच्या पाचव्या वर्षी घर सोडले. दहावीनंतर तिने पुण्यात पाऊल ठेवले. लष्करी सेवेत जाण्याचे स्वप्न होते. त्यावेळी फुटबॉल स्पोर्ट अकादमीचे विनय मुडगोड यांनी तिचा शैक्षणिक आलेख आणि कल पाहता त्यांनी तिला प्रशासकीय सेवेत जाण्याचा सल्ला दिला. तो सल्ला मानून ज्योतीने प्रशासकीय सेवांचा अभ्यास सुरू केला.

एमपीएससीची मुख्य परीक्षा तोंडावर आली त्यावेळी आजीला रुग्णालयात दाखल केले होते. परीक्षा तीनच दिवसांवर असताना आजी निर्वतली. तीन गुणांनी तिची संधी हुकली. त्यानंतरच्या परीक्षेवेळी आईला कॅन्सर झाल्याचे निदान झाले. यावेळी जिवाचा जीवलग होणाऱ्या “स्वप्नील’ने तिच्या स्वप्नांना उभारी दिली. “तुला लाल दिव्याच्या गाडीत पाहण्याची आईची इच्छा आहे, ती तू पूर्ण कर’ हा त्याचा शब्द प्रमाण मानून तिने अभ्यासाचा डोंगर पुन्हा उपसायला सुरवात केली. परंतु, मुख्य परीक्षेच्या काही दिवस आधी आई निर्वतली. अन्‌ हाता तोंडाशी आलेला घास पुन्हा खाली पडला.

मात्र, या घटनांनी खचून न जाता तिसऱ्या संधीला ज्योती एमपीएससीची परीक्षा उत्तीर्ण झाली. दरम्यान, तिच्या लग्नाच्या आदल्या दिवशीच मुलाखत होती. हळद-देवकार्य या सगळ्यामध्ये मुलाखत उरकून घ्यायची होती. त्यावेळीही सासरच्यांनी आणि घरच्यांनी पूर्ण पाठिंबा दिला. एमपीएससीचा निकाल लागला परंतु यादीत ज्योतीचे नाव नव्हते. या परिस्थितीतही तिने जिद्द सोडली नाही. “कष्टाचे फळ देव देतोच’ या उक्ती प्रमाणे पुनर्निकालात ज्योतीचे नाव झळकले. तिची नगरपरिषद मुख्याधिकारी म्हणून निवड झाली. या यशात वडील सुरेश भगत, आई कै.भारती भगत, पती स्वप्नील पाटील, सासरे डॉ. संजीव पाटील, सासू डॉ. सुनीता पाटील, दीर दर्शन पाटील, बहीण सौ. दीपाली भगत-येवले, भाऊ जयदीप भगत यांची मोलाची साथ मिळाली, असे ती आवर्जून सांगते.
